Irv Refkin

President

Mr. Refkin served in the US Army during World War II and was awarded two Bronze Stars for his service. Since then, he built three of his own companies in the engineering and ship repair fields. President, Irv Refkin has fifty-plus years of experience in the ship repair industry. In addition, he is the founder of the Ship Repair Association in San Diego, CA. His government contracting experience has proven invaluable to his clients, multiplying their success in winning new business, and his business and government contacts across the globe have led to many successful partnerships.

Mr. Refkin has long been active in the San Diego community, serving on the boards of several charitable organizations and spearheading numerous fundraisers, including events for the San Diego Red Cross and the American Cancer Society.


Vice President, Vera Davis, has over 32 years of experience with the acquisition and management of major Army Information Technology (IT) Systems. Ms. Davis is an accomplished acquisition professional with extensive knowledge and experience in the acquisition process to include but not limited to requirements generation, acquisition strategy and formal source selection process. She served in the capacity of Acting Director, Principal Assistant Responsible for Contracting (PARC), and Contracting Officer with an unlimited warrant. Additionally, Ms. Davis served as the Chairperson of the Defense Federal Acquisition Regulation IT Committee. Forward thinking in devising strategies to streamline the acquisition process without sacrificing quality in service.
